Matthew Bartley

Chief Executive Officer

Matthew Bartley has over 25 years of experience in the energy sector, with extensive expertise spanning development, financing, construction, acquisition and sale of power generation and renewable energy assets.

As co-founder of Nexif Energy and as its Managing Director, Mr Bartley has played a pivotal role in its rapid growth, with projects in operation, construction and development totalling more than 5GW across Southeast Asia and Australia. Prior to Nexif Energy, Mr. Bartley spent 14 years at AES Corporation, where he led significant projects globally, including the acquisition of the 600MW Masinloc power plant in the Philippines and 950MW of gas fired power in Australia, the sale of assets in Oman, Qatar, and Pakistan representing over 1.9 GW / 60 MIGD of power generation / desal water production capacity and the development and financing of a 670MW power project in Eastern Europe.

Mr Bartley holds a Bachelor of Engineering (Mechanical) from the Queensland University of Technology (Australia) and graduated with honors in 1988.

Eugene Seow

Chief Investment / Business Officer

Eugene is the Chief Investment / Business Officer of Nexif Ratch Energy since 21 February 2025 after being Chief Financial Officer since December 2022.

Prior to his appointment with Nexif Ratch Energy, Eugene was the Chief Financial Officer of Nexif Energy, and had been CFO/Head of Finance in various private and public listed companies in People’s Republic of China and Singapore, spanning a range of industries including manufacturing, construction and engineering etc.

Eugene holds a bachelor’s degree in accountancy from Nanyang Technological University, Singapore. He is a Chartered Accountant of Singapore and a Senior Accredited Director with the Singapore Institute of Directors.

Thanapong Chiemanukulkit

Chief Maintenance & Operations Officer

Mr. Thanapong Chiemanukulkit is seconded as Chief Operations & Maintenance Officer (COO&M) of Nexif Ratch Energy Investments Pte. Ltd. (NREI) and holds senior leadership roles within RATCH Group Public Company Limited (RATCH). He has led engineering, construction, and project delivery functions across the group’s power portfolio. With over 25 years of experience in the power sector, he brings a strong track record across thermal and renewable technologies in Thailand and internationally, and leads the operations and maintenance of NREI’s asset portfolio to ensure performance, reliability, and safety.

Since joining RATCH in 2013, Mr. Thanapong has held successive leadership roles spanning investment analysis, international investment, and large-scale power project management in Thailand and overseas, including serving as Chief Operating Officer of PT Medco Ratch Power Riau in Indonesia. He was also previously seconded as Managing Director of Hin Kong Power Holding Company Limited (HKH), Thailand’s first private LNG shipper. Earlier in his career, he spent over a decade at the Electricity Generating Authority of Thailand (EGAT) in power plant engineering and O&M roles. Mr. Thanapong holds a Master of Science in Electrical Power Engineering from RWTH Aachen University, Germany, and a Bachelor of Engineering in Electrical Engineering from the Sirindhorn International Institute of Technology (SIIT), Thammasat University, Thailand.

Chariya Poopisit

Chief Financial Officer

Chariya Poopisit is Chief Finance Officer at Nexif Ratch Energy with a strong background in corporate finance and investments. Over the past 4 years, Chariya oversees operations of power generation assets across Asia Pacific Region, from Indonesia, Laos, and Australia for RATCH Group PLC.

With more than 15 years experience as a trusted advisor to banks, private equity firms, and C-suite executives in Hong Kong and Singapore, Chariya specializes in financial analysis, capital structure, strategic investments and stakeholder management, helping investors and financiers navigate complex challenges and identify growth opportunities. With deep expertise in due diligence, restructuring, and corporate strategy, Chariya is dedicated to driving long-term value and sustainable growth in the energy industry.

Ang Ying Ying

Deputy CFO

Ying Ying Ang has over 15 years of experience in corporate finance, financial reporting and tax, corporate governance, project management, business analysis, and audit, including more than nine years in the renewable energy and power sector. She currently serves as Deputy Chief Financial Officer at Nexif Ratch Energy.

Before joining the company in December 2022, Ying Ying spent seven years at Nexif Energy, where she led finance functions and supported transactions across the investment lifecycle. She began her career in assurance at KPMG LLP (Singapore) before moving to the firm’s corporate finance practice.

Ying Ying holds a Bachelor of Accountancy from Nanyang Technological University, Singapore, with a second specialization in Business Law, and is a Chartered Accountant of Singapore.

Lim Zhihua

Senior Investment Director

Zhihua is the Senior Investment Director of Nexif Ratch Energy Investments Pte Ltd since September 2024, after serving as CFO and Head of Commercial at Nexif Ratch Energy Australia Pty Ltd from February 2023 to June 2024.

Prior to his current role, Zhihua held leadership positions within Nexif Energy and Nexif Ratch Energy across Singapore, Australia, and Vietnam, where he spearheaded development and financing of renewable energy projects including wind, solar, and battery energy storage systems. His experience spans deal origination, M&A, project development, and financial structuring for large-scale infrastructure projects in Southeast Asia and Australia. Before joining Nexif Energy in 2017, Zhihua accumulated nearly a decade of experience in the energy and infrastructure industry through roles at Sembcorp Industries, Keppel Infrastructure, and PricewaterhouseCoopers Advisory.

Zhihua holds a Master of Business Administration from the University of Strathclyde, UK, and a First Class Honours degree in Chemical Engineering with a Minor in Economics from the National University of Singapore. He is a Chartered Financial Analyst (CFA) charterholder.

Ho Bao Hung

Country Director, Vietnam

Hung joined Nexif Ratch Energy in March 2023.

Hung boasts 20 years of finance and investment experience, with over a decade focused on developing and acquiring power projects in Vietnam.

Notably, he played a key role at T&T Group, overseeing a 900 MW pipeline of renewable projects, served as CEO at REE Energy, managing a diverse 1,000 MW power project portfolio, including hydro and wind projects. At Xuan Cau Holding involved, he spearheaded the development and financing of three solar power projects totaling 600 MW, all achieving completion in 2019, along with the development of two wind projects in Vietnam.

Hung holds a Bachelor of Business from Swinburne University of Technology, Melbourne, Australia.

Nicolo Subido

Country Director, Philippines

Nicolo joined Nexif Ratch Energy in December 2022, bringing over 16 years of experience in business development, project financing, and mergers and acquisitions.

Before this role, he served as Project Director at Nexif Energy in the Philippines, where he led the development of the 74MW and 145MW solar projects now part of Nexif Ratch Energy’s portfolio. Nicolo has also held several key business development roles, including leading digital infrastructure initiatives at Ayala Corporation’s AC Infrastructure, and driving the acquisition of Aboitiz Power’s first solar investment while also advancing the development of conventional power plants. His earlier career also includes experience in investment banking with BDO Capital.

Nicolo earned a Bachelor of Science in International Economics and Finance from Tilburg University in the Netherlands.

Surender Singh

Chairman

Surender Singh is founder & Chairman of En Capital and several of its portfolio companies including Nexif Energy and Nexif Ratch Energy. He also serves as an independent director on the board of NABVENTURE, a private equity fund manager of National Bank for Agriculture and Rural Development.

Prior to founding En Capital in 2009, he had over 20 years’ experience in infrastructure development, financing and restructuring and banking at AES Corporation, Merrill Lynch and Industrial Development Bank of India.

He holds a Master of Business Administration from Indian Institute of Management, Ahmadabad and a Bachelor of Science from Kurukhsetra University in India. He also attended the senior management program at Darden School, University of Virginia, USA.

Wadeerat Charoencoop

Director

Wadeerat Charoencoop, has over 25 years of expertise in finance, treasury, tax, accounting, and investor relations.

Mrs. Wadeerat currently serves as Chief Financial Officer at RATCH Group PCL.

Previously, she held the position of Head of Group in Finance, Treasury, Tax, and Investor Relations at Siam City Cement PLC. Mrs. Wadeerat has also served as a director in various companies, including Sahacogen (Chonburi) PCL., Bangkok Aviation Fuel Services PCL., and others.

She was honoured as Asia’s Greatest CFO in 2022 by AsiaOne Magazine & URS Media International.

Mrs. Wadeerat holds a Bachelor of Administration (Finance) with honors from Chulalongkorn University (Thailand) and an MBA (Business Administration) from the University of Washington (USA).

Sakarin Tangkavachiranon

Director

Sakarin Tangkavachiranon has over 30 years of experience in power, infrastructure, and energy-related industries.

Mr. Sakarin currently holds the position of Chief Power Business Development Officer at RATCH Group PCL.

Mr. Sakarin has led successful acquisitions and development projects, notably the US$1 billion acquisition of Nexif Energy, a renewable energy portfolio in Southeast Asia and Australia. He also acquired majority stakes in hydro power plants in Sumatra, Indonesia, and oversaw the development of significant hydro power and gas-fired combined cycle power projects in Laos and Sumatra, Indonesia respectively.
Additionally, he has served as Chairman and Board member for RATCH Group subsidiaries across various countries, highlighting his extensive leadership experience in diverse geographic regions.

He holds a Bachelor of Engineering (Mechanical Engineering) from Kasetsart University and a master’s degree in Public and Private Management Program (Honors) from National Institute of Development Administration, Thailand

Rohit Gokhale

Director

Rohit Gokhale has over 25 years of experience in the power and water desalination sectors, specializing in renewable energy, conventional power, project finance, acquisitions & divestments, and business development having worked in countries across the Middle East, Africa, and Asia.

Most recently, Mr. Gokhale served as Head of Business Development for Africa & Central Asia at ACWA Power, where he built a project pipeline of approximately 5,500 MW in renewable energy (wind & solar PV), as well as 750,000 cubic meters per day in water desalination. During his 13-year tenure at ACWA Power, he also held key leadership roles, including Head of Acquisitions & Divestments and Co-Head of Project Finance. Prior to ACWA Power, Mr. Gokhale spent nearly a decade at AES Corporation, focusing on business development, project financing, and acquisitions across the Middle East and Asia and for a year at JSW Energy where he led the M&A and financing efforts. Over the years he has led multi-billion $ financing transactions, greenfield development as well as landmark acquisitions and divestments.

Mr. Gokhale holds a degree in Mechanical Engineering from Mumbai University and a postgraduate degree in Business Management from JBIMS, University of Mumbai. He has also completed executive programs at Harvard Business School, Said Business School (Oxford), and Darden Business School (University of Virginia) in the areas of leadership development, leading Sustainable organisations and Risk Management.
